The memorial consists of a circular arrangement of pillars, each representing a U.S. state or territory at the time of World War II. In the center, there are two large arches, and in the foreground, there's a broad stone pavement with a few steps leading up to the memorial. The Washington Monument, a tall and narrow obelisk, is visible in the background, centered behind the memorial. Several American flags are displayed around the circumference of the memorial, gently waving in what appears to be a light breeze. There are a few visitors scattered around the scene, some walking and others sitting by the pillars. The trees around the memorial are mostly bare, suggesting it might be either late fall or early spring.
