$The Bouleuterion\nA building for the elected council\n\nThe City council building\n(bouleuterion), was built soon after\n100 BC on a natural terrace to the\nwest of the Upper Agora, flanked by\na courtyard. This building is evidence\nthat, Sagalassos had an elected and\nactive City council (boulâ) at that\ntime. The institution was already old\nby then: from the 4th century BC\nonwards Sagalassos was a polis (City-\nstate) based on the Greek model,\nwith elected magistrates and written\nlaws. This model continued during\nthe Roman period, although civic\ninstitutions were dominated by a few\nelite families, replacing democracy\nwith oligarchy.\n\nThe Bouleuterion had a strong\nsymbolic meaning for Sagalassians.\nİt was a reference point for many later\nbuildings and monuments of the upper\ntown, which followed its alignment.\nThe rectangular limestone building\nitself was rather sober. İt could seat\n220 elected members.\n\nA frieze on the outside of the\nmonument depicts weaponry and\nbusts of the war gods Ares and Athena,\nwhich suggested Sagalassos' military\nprowess. Corinthian Style half capitals\nwere used inside the building, a new\nand fashionable Style in Pisidia at\nthat time. From 200 AD onwards the\nBouleuterion was no longer used and\nthe City council probably met in the\nOdeon instead.$
