Tax paper wrapper around a pack of Charles Goodall playing cards, about 1930. In 1694 the British Government Stamp Office was created to impose 'duties on vellum, parchment and paper...toward carrying on the war against France'. In 1711 a duty of sixpence per pack was levied on playing cards in Britain, even if imported. The duty, made perpetual in 1717, was abolished on 4 August 1960. (Information from The Encyclopedia of Ephemera). Words on this wrapper: Gold medal playing cards ... Adelaide 1881 ...International xxx 1882 ... Republique Francaise ... International xxx 1903–04 Although this wrapper surrounds playing cards manufactured for J. R. Freeman & Son Ltd., manufacturers of Manikin cigars, the tax wrapper relates to the manufacturer of the playing cards, Charles Goodall of Camden, London. The unbroken string shows this is still a sealed pack of playing cards. Charles Goodall began in Soho in 1820. In.1922 they were taken over by Thomas de la Rue, although the Goodall identity on the playing cards was kept until 1956. The playing card business went to John Waddington in 1969, and from Waddington's to Hasbro in 1994.
