The main architect was Henrik Thrap-Meyer, but other architects were also involved, including Olaf Due in collaboration with Paul Due and Bernhard Christoph Steckmest. The building was named after the then Norwegian and Swedish Crown Princess Victoria (1862–1930). It was taken over by the Norwegian government in 1913 and put to use by the police and various political departments.
