This is the same leak that was first discovered in July spilling at a rate of 50 gallons a minute. City leaders thought they fixed it but apparently not. The latest Department of Environmental Conservation alerts show the leak has slowed, spilling now at a rate of 10 gallons a minute but that's been going on since October 19 and they still can't find the leak.
